''The Ribble Valley Council will carry out a 5-year review of the Borough wide Development Plan after May 2019. Conservatives will seek to strengthen the current policy on infrastructure of Making Developers Pay.''  says Conservative Association Deputy Chairman and Primrose Clitheroe Candidate,  Hamish Mcfall.  '' We will press for inclusion in the Development Plan a stronger and more robust approach, so  where appropriate  every developer makes contributions to school places, health provision, roads, recreational and community facilities. We  want to see money collected from house builders locally being spent in the locations where the homes are built.''

''The Borough Council will include these payments as a condition of planning consent and then along with the County Council make sure the money is collected from developers.''

''To date over £16 million has been made as a condition of planning consents .To date £3.3 has been collected and the rest will be payable on completion of homes. Good examples of how this money has been allocated is  Ribblesdale High School, Clitheroe,  St Mary's Langho, St Leonard’s Langho, Barrow Primary School , Whalley Church of England and St Leonards Billington:

• Barrow (2013/14 expansion) - £238,413.64 – towards additional class bases which allowed the increase in the admission number from 17 to 20. (Total 21 additional school places eventually across all Year Groups by the time the increased number of pupils has filtered through)
• Barrow - £1,046,912.99 towards Basic Need expansion for September 2019. This will take the admission number from 20 to 30. (Total 70 additional places across all Year Groups in addition to the above)
• Whalley CE – £419,377.18 towards Basic Need expansion for September 2019. This will take admission number from 40 to 45. (Total 35 places)
• St Leonard's (Billington & Langho) – £346,194 towards Basic Need expansion for September 2018. This takes the admission number from 40 to 45 (Total 35 places)
• St Mary's RC (Langho) - £70,057.78 towards Basic Need expansion for September 2019. This takes the admission number from 40 to 45. (Total 35 places)
• Ribblesdale  High School- £1,130,243.13 towards Basic Need expansion for September 2019. This project increases the  admission number from 255 to 285. (Total 150 places)

''We expect funding to  be allocated to St Mary and St John RC Primary in Clitheroe from funds already  collected.

''Other examples of how this policy can work for the community is the condition that a roundabout be built on the A59 as part of the Standen Estate development in Clitheroe (now completed) The Council have approved  £350,000 for green open space from Becks Developments around Primrose Lodge allocated which has been allocated  to the Ribble Rivers Trust Wildlife Trust project at Mearley Lodge Clitheroe, which is strongly supported by Conservatives on the Borough Council.''

''In the future Conservatives on  RVBC will  focus strongly on the need for new infrastructure when considering  every substantial housing application that comes before the Borough Planning and Development Committee.''
